Petition to His Holiness, Pope Francis, Supreme Pontiff of the Universal Church
The Need for a Petition
On August 25, 2018, Archbishop Carlo Maria Viganò, Former Apostolic Nuncio to the United States, released an 11-page document in which he put forth a series of very serious accusations against the Holy Father, Pope Francis. Among other things, he claimed that Pope Francis exposed Cardinal Theodore McCarrick, someone he knew to be a serial abuser, to new victims.
Archbishop Viganò also claimed that there is a culture of homosexuality within the Vatican and within the senior episcopacy within the United States, a culture with which the Pope is comfortable, and which he regularly promotes.
Never in history have such accusations of a pope been made so publicly. There is virtually no one in the civilized world that has not heard them.
These accusations cannot be left unchallenged because they threaten the faith of the People of God in Pope Francis. They also threaten his moral authority to the secular world.

What this Petition is Not
This petition is in no way a call on Pope to resign his papacy. Although Archbishop Viganò has made this very demand of the Holy Father, based his what he states are the facts that undermine Pope Francis’ moral character, you and I, and the rest of the People of God, have no such knowledge, and no authority to make such a claim. All we know is what Archbishop Viganò has claimed is true. Nevertheless, a Papal Nuncio making the claims against the pope that Archbishop Viganò does, causes a terribly dark cloud to form over the papacy. Archbishop Viganò’s accusations will sow a suspicion of the Holy Father in a great many of the faithful.
Such a situation is abhorrent and must be resolved. The only way to do this, and restore the moral character of the Holy Father, to both the Church and to the secular world, is to discredit these claims by way of an investigation. Because such an investigation involves himself, only the Holy Father can order such an investigation. This petition is thus a formal request by the petitioners for him to do so.
PREABMLE
Whereas the papacy, having been instituted by Christ, is the Rock upon which Christ has built his Church, having been guaranteed by Him that the gates of hell would never prevail against her attack (cf: Matt 16:18-19),
Whereas the papacy is the visible source of unity in the Catholic Church, and is the vehicle that provides supreme clarity in official Catholic teaching and practice (CCC 882),
Whereas the papacy is the visible source of unity in the Catholic Church, enjoying primacy in authority among the apostolic college (CCC 881-882),
Whereas the testimony of Archbishop Carlo Maria Viganò, released on August 25, 2018, contains numerous accusations that bring an air of distrust and suspicion against you, Holy Father, and members of the Church’s hierarchy, including:
- That you, Pope Francis, withdrew sanctions against Cardinal Theodore McCarrick, sanctions that had been imposed by Pope Benedict XVI following the discovery of sexual abuse committed by him, thereby exposing young men anew to his predatory homosexual behavior,
- That there is a culture of homosexuality in the Vatican and in a significant portion of the senior hierarchy of the episcopacy of the United States,[i]
- That you, Pope Francis, and all of those named and implicated in the cover up of Archbishop McCarrick’s abuse, to resign,
Whereas as Catholics, we love you Pope Francis, and desire that our Spiritual Father be defended from anything that would harm his person, or the effectiveness of his ministry; but the accusations of someone which the authority of Archbishop Viganò does just this; that is, create an air of distrust and suspicion against your person and ministry, as well as that of the College of Cardinals and the episcopacy,
Whereas these accusations multiply the same distrust in the secular world, thereby threatening yours and the hierarchy’s Christian witness and moral authority in the Church and in the world,
PETITION
Therefore, as your flock, and using our authority as children purchased by Christ for the Heavenly Father, we ask for a full and exhaustive investigation into these allegations so that the moral witness of your person of the Holy Father and of the senior hierarchy of the Church may be freed and cleared of any hint of neglect, malevolence, and eveildoing.
We ask that this investigation be conducted by persons whose office, neutrality, and moral witness, be taken for granted by all, so that its exoneration of you, Holy Father, will be effective in restoring your person and the holy office you hold to the Church and to the world.
[i] Especially dangerous since it was revealed that over 80% of the clerical sexual abuse performed in the United States were instances of homosexuality (a male priest abusing a post-pubescent adolescent male) rather than pedophilia or heterosexuality.

The complete text of His Excellency Carlo Maria Viganò Titular Archbishop of Ulpiana Apostolic Nuncio
